Yes. A normal Heart rate at rest is anywhere between 60 - 120 beats a minute. A fast heart rate, if appropriate in the context in which it's found, is also not cause for concern, in and of itself. Slow heart rates tend not to become symptomatic until they drop below 50 or so. Teenagers 13 and over are treated according to the adult ACLS protocols , with the pediatric protocol used for those under 13.

depends what you call "resting" , one reading is never enough and modern electronic monitors can vary wildly
