China's GDP is 8x the size of Russia's. Why doesn't China have a stronger military than Russia?

With the exceptions of nukes Chinas military is seen by most experts as being stronger than Russias

China does not have a military. The Communist Party has a military. China's military is mostly to stop uprisings and to control the culture of China. It uses its threat of nuclear weapons to actually fight.

Culturally speaking, the military is not considered a desirable career in the go-go economy of China. Then there's the fact that many of the higher ups in the PLA spend more time on their businesses than their actual commands. Then there is the fact that the "Red aristocrats" in China with multi-generational party connections hold a lot of power so promotions may not necessarily be on merit. Thus the GDP that you speak of is what holds back the PLA， as the best and brightest pass on being a low paid soldier. Which isn't to say that the PLA is completely impotent, just that it is nowhere near nimble.

They are gradually expanding their military and it was never a source of income for China as Russia and the Soviet Union was. China was not even industrialized during the Cold War, they had no impetus to compete with the U.S. for military superiority. China was not anybody's concern because they had no stature in the world. China has been busy building their economy rather than wasting money engaging in war like the U.S.

The old Soviet Union always chose the Military vs. lifting their people out of poverty and improving the lives of their people.
China has chosen to do the opposite and have lifted many millions out of poverty.

Russian women go into prostitution due to lack of jobs and even food outside the cities, but Russia spends their money on war machines. That's what my gram said at least

For the obvious reason that they have not chosen to throw a lot of money into their military, at least not as much as Russia has They've chosen to put it elsewhere.
Militaries don't happen by independent magic. Governments have to decide to fund and develop them.
