Staff writers are on the lowest rung of the ladder. For the most part, they are paid weekly (not per episode/script). The base pay is usually determined by the writer’s union (Writers Guild of America). So they wouldn’t get any payment before they actually worked.

For example a staff writer would be hired to write for a weekly half hour comedy show for 14 weeks. They are paid a weekly salary (outlined in their contract). They are not expected to write or even work on all 14 episodes. In fact it’s possible that they wouldn’t write an entire episode at all.
