When does Jean Luc Picard get promoted to Admiral?

Film or TV?

Update:

The reason I ask is because Wikipedia lists his rank as Admiral.

Your problem is that you're using idiotpedia, the website that was made by idiots, for idiots.

Only complete idiots believe anything outside the hard core "cannot get this wrong" sciences on Wikipedia. Because outside of things like basic Newtonian physics there is absolutely no peer review (usually university professors spend part of their time fixing all the misconceptions and misinformation that Wikipedia accumulates as time goes by)

Did you know Wikipedia won't even let someone who is doing research in a particular field actually correct information on Wikipedia about the very research that person is doing? Only an idiot would come up with a system like that... so people who know nothing about anything can post whatever they want but people who are SMART cannot because conflict of interest and original research violations?

Maybe in the new Picard series that’s streaming on CBS all access. Picard never wanted to be admiral. As a kid, he’s always wanted to be captain so maybe something changed between the end of nemesis and the new Picard series that caused him to change his mind. It has been 25 years between nemesis and Picard so a lot of things can change.

Or maybe he’s still captain and it’s the dog that is the admiral.

He doesn't, Kirk gets shoved behind a desk and made admiral but defies Starfleet and takes command of a starship in StarTrek: The Motion Picture, but Picard is always a captain.

interesting fun answer and question, in an exploration some Romulans try to trick Jonathan Frakes into thinking its the future, and in that fabricated future Jonathan is the Captain and Patrick Stewart is 'Admiral Picard'; both are great actors, and very nice People
