Its a situation where veins are affected in some way by a medication, trauma, venipuncture, or vaso-active hormones. Veins can react in ways such as: constricting or dilating, hemorrhaging or clotting, or becoming inflamed. The term is probably used mostly in reference to reactions that occur during blood draws.
