Go find a really long straight and level stretch of open highway and floor it! If it starts to hesitate and stumble at high speed and refuses to accelerate, you most likely have a speed limiter.

Notice: Don't try this if there's any cops around.

Most newer vehicles would have some form of rev limiter and top speed programmed into the ECM which can only be accessed by a tuner as most gasoline engines are limited to at least 9K RPM. As the top speed is limited on most vehicles to about 150 MPH. Most dealerships would have the tools to check if the ECM is tampered with even if the tuner has the return to stock setting when it likely leaves an electronic signature which may be sticky when a warranty claim is being filed.

No gasoline engine vehicle in the US has ever been sold with a factory installed governor. A 4 stroke engine is limited to about 7000 RPM's by valve float, as in the valves can't open and close fast enough to avoid punching holes in the pistons. A 2 stroke engine, as in a Saab Sonnet 3 cylinder, is limited to about 11,000 RPM's by the intake reed valve. Both of these limits are mechanical limits inherent to the type of engine.

all cars do, be it installed by the manufacturer or the physical limits of the engine/road etc.

Floor it and see. If he cuts off at the same speed both going up hill and then again going downhill, it may have a governor on the speed

Pretty much all vehicles made in the last 20 years have a top speed limiter programmed into a chip inside the ECU module so that lead-footed idiots won't blow up their engines and then try to claim a warranty repair. I guarantee that the Chrysler 300 has one.

All cars have speed limiters. Most allow speeds well over the speed limit, and over the ability of drivers to control the cars, which is unfortunate.
