Can a mobile phone with specs of 1gb ram, 8 gb storage - and have the capacity to hold a 64mb SD card download and install lots of apps.?

The operating system will likely take around 4GB of that 8GB.
Things like photos can be put on the SD card, but only some apps - it's down to the author of each if they allow it to be used on SD.
8GB is just too small for any kind of serious use.

If the apps can be moved to the SD card and if the Android version allows moving of apps and if the manufactirer enables thsy option a fair number of apps can be installed. A lot also depends on the size of the apps.
Phones with lower specs often can only use 32GB and smaller cards.

Depends on the collective sizes of those apps.

8 GB storage + operating system and included mandatory apps. + 64 mb of stuff? Sure... Define (in size), "lots of apps".
