Why do people give someone the "Best Answer" but then rate the answer 1 star?

Because it's the least worst answer of an off-target and lousy bunch of answers, and the questioner wants to award a best answer to someone, I should imagine.

Some people will do that if All of the Answers was not what they were looking for but yours was the Best out of all of them so they still want to Reward one Answer with something

Because when they post a question they lose 5 pts, but when they select a BA they get back 3 pts, so they choose an answer to be BA to get their 3 pts back even though they may not really like that answer much (or at all). The 1 star is basically saying "I selected your answer becauise it was the best of what was posted, but still not what I wanted but I wanted to get my 3 pts back so I gave you 10 pts".

In many cases, they want that user to see they only gave one star. This is the only way that user gets a notification to look back at the question.

Bright and give poor answers the best answer.

No one gave the answer that they wanted. The one chosen best answer was only a little close to what was hoped for.

Usually because it's the kind of answer they're looking for, but it's not that great, just standard.
