Apathy just means they don't care, or appear not to care. So, it's easier to 'not care'
about something, rather than caring and then getting hurt.
It's like the person who never has a relationship because they
are afraid of getting hurt, so therefore, they may decide not to
develop feelings for anyone.

It means that some people pretend they don't care about something when they really do care, but they are afraid to say so.

The writer here is trying to say that in the veil of apathy a person can deceive a person. In this modern world, there is no space for any gullibility and honesty. A person can show his fack love or showcase himself kind heart in front of society.
