If you eat whatever you want, just in smaller portions, can you lose/maintain your weight?

Yes, that is entirely possible.

Probably, if you're on a calorie deficit.

if you eat what ever you want, eating fewer calories than you burn, you will lose weight. If you eat those calories in amounts equal to what you burn, you will maintain weight.

Sure. If you can eat just a tablespoon of something you love, you're a much better person than me.

Generally, you lose weight when you eat less calories than you spend. You gain weight when you consume more calories than you spend. You neither gain nor lose weight when you consume as much calories as you spend.
You can eat whatever you want but in small portions, but if what you like is junk food or rich in sugar foods it's not healthy and you're more likely to gain weight from them anyway. Also you won't get any valuable nutrients and that's more important than just maintaining your weight.

Yes, I recommend reducing your portions by 50% to lose weight. By 25-30% to maintain weight.
Obviously don't binge on junk food!
