Can a person in a wheelchair be brought up and down two steps safely with one pusher?

Or does it require two helpers for the person in the wheel chair, especially if they're not a heavy person?

........You pull them up and you take them down both backwards. However, it also depends upon the height and width of the steps, the weight of the person in the chair, and the strength of the person performing the task.

You do not push. You pull them up backward. One person can do it.
