Being self supporting, having a job and paying your own bills.

That you have a job and are involved in you local community even if that is just going to the pub and having a laugh with other people who live local to you.

Doing your bit if asked and generally being a part of you community.

A non contributing member would be someone who was on benefits didn't socialise and hid themselves away.
