Hair has no feeling because it is compromised of dead cells. The moment the hair grows from the scalp, it is dead, just like the ends of your finger and toe nails. That is why you can cut your hair and your nails without feeling any sensation of pain.

There's no nerves in the hair itself and no blood supply. It's mostly made up of keratin. So that's why.
