Why is a USB data cable?

a usb cable has 4 wires. 2 for power, 2 for data. some cables are used just for charging and only need 2 wires. to use data you must have one with all 4 wires otherwise its just a charging cable.

Not sure if you meant "what", but some USB cables are just for power, where the "data" pair of wires are sometimes missing. A USB data cable has the "data" pair and can be used for power and data. If you really did mean why, then it is a competing "serial" data cable, meaning it only needs two wires for data, where each version obtains a higher and higher data throughput. It has beat out other serial cable technology.
