It doesn’t look like it. I think that is worth a trip to a reptile vet. The tail looks dry, brittle and darker toward the end which is typical of dry gangrene (tail rot)
That is not a regenerated tail. Unlike many other lizards, bearded dragons cannot re-grow their tail.

Can't tell beyond it lost its tail sometime in the past. with sheds, it will get back to normal.
