What kind of secrets, or circumstances may make a foster parent, lose thier foster kids.?

Researching for a novel. Real legit information is necessary. (But ideas are welcome) Rules, regulations, ethics etc.

An acquaintance of mine had to leave her foster home when the foster parents divorced.

Other than that, obviously abuse of the child, domestic violence, allowing relatives or friends to abuse the child (failing to protect the child from predators), substance abuse, emotional abuse, being unable to financially provide for themselves.

    Pissing off the government agent.

Any Crime. Any suspicion of a crime.

Liquor and beer cans in the waste bin.

    Founded neighbours comments/complaints.

BTW, a "secret" is not a secret if more than one person knows about it.

The most obvious ones are things like being a paedophile, a drunk, a drug abuser, being listed on the sexual offenders register, being convicted of a serious crime (e.g. rape, murder, armed robbery). Or of being found to have “unspent” convictions for lesser crimes like theft, fraud, minor assault.

This is by no means an exhaustive list. Having another member of your household who fits anything I described above would also qualify.

If you find a lost ducking in the park and put it with what you think is the mother in the lake with it's other chicks, in the morning it will be dead. Humans are worse, with a seemingly good history, they'll get paid financially for looking after the chick, and often gain some kind of perverted pleasure by physically and sexually abusing it.
