Would it be wrong if I reported my neighbors for leaving their puppy whining in the house by itself?
My soon to be former neighbor has a little pug puppy that I believe they sometimes leave in the house alone she's done it once while the kids were in school and she was working and then today I could hear the puppy whining in the house and it eventually stopped whining now i'm growing concerned she lives on section 8 so she really shouldn't have it anyway I believe they're moving out cause her furniture was thrown out front what should I do? I feel bad for the dog

Pets are left home alone all the time. Not for many many hours, or days, but for normal work day or school day lengths of time. Yes it would be wrong if you reported them. MYOB, And your assessment of her finances is not your business either.

I don’t know 🤷♀️ that the RSPCA/ASPCA/police/other authority would do anything. It is probably quite common for people to get dogs 🐶 and leave them alone for a few hours. As long as they’re not leaving the pup 🐶 home alone for more than four hours, they most likely wouldn’t do anything. Unless there was just cause like neglect/abuse that was enough to warrant an investigation, they probably wouldn’t do anything.
Also, why don’t you kindly offer to dog-sit for them or at least take their pup 🐶 outside for exercise (providing they’ve had all their necessary shots to be able to go out, and are only exercised appropriately for the age and breed)? If you can’t do any of that, why not kindly suggest that they hire a dog-walker or dog-sitter to look after the pup 🐶 whilst they’re out, or get a good friend/family member who knows a lot and cares about and loves dogs to dog-sit and/or take the pup 🐶 out when they’re out.

If she was evicted and is not there any more, then Animal Control should be notified of the dog inside. If she is still there, and you are willing to adopt the dog, ask if you can take the dog and keep it.

The puppy is fine. Poor little thing is adjusting to not having litter mates & mama close by. For the first time in its life it is all alone. Discontent, lonely, fear, new smells, new sounds, of course the puppy is going to whine.
The puppy is okay. You need not report anything cause nothing is wrong.
