States were established before the founding, and each state decided its own form of smaller governmental units as given by the constitution.

Most countries are divided up into smaller regions. Amongst other things, it makes overseeing simple government tasks a lot easier. Across the entire country, something like road maintenance requires thousands of people gathering data on road conditions, assessing the most urgent areas, assigning road crews, etc. A single centralised governing body trying to manage all this incoming and outgoing data would struggle even with today's data management tools, so it makes sense to have hundreds of smaller, decentralised governing bodies overseeing a much smaller chunk of the information.
