Yes, if it runs what you need it to. If it doesn't give you the framerate you want, or the graphics detail you want then start looking at an upgrade...
Providing it's the video card that's holding you back. You can check that pretty easy with GPU-Z or MSI Afterburner, or even Windows Task Manager. If the GPU's load is maxing out as you play your game, then that is your bottleneck and is the part you'll want to upgrade next.

Kinda, Sorta. However bear in mind that there are 2 different version of the RX 460. The Baffin Pro version has 2gb or 4gb of Video Memory and 896 processor cores while the Baffin XT version has 1024 cores and either 2gb or 4gb of Video memory. Of course the 1024 cores version is faster.
You would be able to play Overwatch, other eSports games, and older games with it. The RX 460 would handle GTA 5 at 1920x1080 but at lower settings. With most new games, you'd have to drop the screen resolution to 1600x900 or lower.
It's not a terrible card if you can get it for $40 or $50. I wouldn't pay too much for one since it was an entry level card from almost 3 years ago.
