Any cut that will give you an 80% meat and 20% fat.
It is not the particular cut of meat but the amount of fat that is ground into the meat that will provide the necessary fat content. Any cut can be trimmed of fat so even Chuck could possibly be trimmed so much that there is not enough fat content.

It really doesn't matter. "Higher quality" ground beef like ground sirloin is a waste of money. The process of grinding up meat makes it all tender so ground chuck is just as good as sirloin. Fat content can make a difference and going below 20% fat can have a negative affect.

Chuck.
It has more flavor.
Round steak has the least flavor.
Sirloin is more-tender, but quite frankly, once you have ground up the meat it will be tender no matter what cut you use.

Sirloin makes the leanest and therefore the most healthful burgers. But they are bland compared to round or chuck, which are about the same taste-wise. Remember the taste and unfortunately the high cholesterol are in the fat of the meat.

Chuck. Sirloin doesn't have enough fat.
