Totally fair, and probably best for someone with mental health issues. It would be most unfair, and likely harmful, to allow someone with mental health issues to go away to school & be without the support of their family & current mental health providers. As for expensive schools, when a child has mental health issues, that's so costly that parents probably cannot possibly afford a more expensive school.
Think things through logically, if you have the mental capacity to do that. If you lack that capacity, you're not college material anyway.
