My heart rate takes 3 hours to go back under 100 after exercise.....is this a concern?

Yes. Your heart rate should return to baseline within five minutes of peak exercise. If it does not, it needs to be evaluated by a cardiologist.

if you are new to it like any muscle its hard at first till it gets fit and it breezes through it can slow quicker it pumps a lot stronger then if you are a regular which I doubt it is a concern

That is an excessively long time, I reckon mine usually comes down to its normal 65 bpm or so in under 15 minutes even if I've exercised long and hard.
