It is a coating that goes over tile or soft block walls. A hard coating. So they can be painted easy. As moisture gets into it. It helps harden the soft inside block or tempers them. This helps in earth quakes. To control damage in buildings. With rebar soft block stucco coating on both sides. Of the soft block. Or tile blocks.

A cementitious render for covering the exterior of buildings, that can be formed into decorative mouldings. It is supposed to imitate stone, but is often painted to look like nothing on earth. Areas like London's Belgravia are wall to wall stucco.
Many neo-classical architects had their own recipes for stucco (aka patent roman cements) and many of them failed spectacularly. It is usually cement and sand often with all sorts of strange additives. John Nash was a great exponent of stucco:
'Augustus at Rome was for building renown'd, For of marble he left what of brick he had found;
But is not our Nash, too, a very great master? He finds us all brick and he leaves us all plaster!'
