    All rules on VAT are clear on the HMRC site. If you don't understand then google accountants in your area.

    The VAT rules are completely cut and dried. You do not need to spend money on an accountant. The rules are all on line.

    If you are running a business, you definitely need an accountant to help you file and pay your taxes. He will know what exemptions you can get. But there is no exemption for VAT, either you are liable or you are not.
