Why doesn't Trump implement a carbon tax on imports & exports instead of tariffs as that would encourage business to stay?

Why doesn't he dress up a donkey in a suit and call it Al? What would be the point of calling it something different than what it was?
I hate tariffs but so do our competitors but our competitors know it would make their products less competitive. He needs a few more arrows in his quiver. The tariff card is getting kind of old except for China which is more for national security.

Trump knows that CO2 is innocent of all accusations that it is the control knob for anthropogenic global warming.
He also knows that the Catastrophic Radiative Greenhouse Effect is junk science that violates the laws of physics. Especially the 1st and 2nd Laws to Thermodynamics, which show that it is nothing but a "perpetual motion engine" that derives energy from nothing.

That is simple. A carbon tax would raise the price on everything. Food would go up, even domestically produced food. The tax would then be taken by the government and Soros and his merry band of thieves would prosper. This would do nothing for the environment and nothing to help the US economy.
The tariffs would not only make the US products more competitive but would encourage companies to come into the US or even stay here. Only products made outside of the US would be affected. A win win situation.

Because a carbon tax is ineffective, and the tariffs are designed to be a short term leverage to get fair treatment, not an income redistribution plan like a carbon tax.
