It's an informal method of dealing with low-level offences without resorting to formal court sanctions such as fines, imprisonment etc. Sometimes it might involve apologising to the victim, making restitution, agreeing to repair any damage done, cleaning up graffiti and so on. Often victims only want you to say sorry and put matters right, then it's over and done with.
