he does not have a number or cognomen. that is for sovereigns and heads of formerly sovereign houses. it relates to the sovereign title..like a duke who rules over a duchy..as opposed to a duke in a peerage..part of the lower nobility like prince harry who has a dukedom but no duchy
if he was a the duke of Bavaria for example, who is the head of a formerly sovereign noble house that ruled over the stem duchy, and later kingdson of Bavaria, and there were past dukes named harry then he would have a number after his name.

Harry has no name, he is a prince, only kings and queens have numbers after their names.

Princes who go by a less formal name usually select a more regal one if/when they ascend to the throne, so in the event that Harry was chosen to succeed to the british throne, he would probably select a suitable name at that time. There has never been a King Harry of England, and the last Henry was the 8th of his name, and, given the controversial and violent nature of his reign, there probably will never be a 9th.

Only regnant monarchs get numbers. In the highly unlikely event that he ever becomes one, he will be the ninth.
