Only US citizen can petition for a sibling's immigration, if they earn enough to support self, all dependents, plus the person they sponsor. They must also have a suitable home for the person they sponsor. Depending on citizenship of their sibling, it currently takes 15-25 years before the petition's Priority Date becomes current, and the prospective immigrant gets their interview, etc, for - possibly - an immigration visa to enter the US. They MUST remain in their country until they have been approved for & receive the immigration visa. If they have violated any visa regulations and/or immigration law, don't expect that person to be approved for immigration.
You do NOT "get in America" without first being petitioned by your US-citizen sibling, waiting for visas to become available, and being approved. You have a long wait, and an impossible situation if you commit any visa/immigration violations.
