No, and if she had rabies she would have been dead long ago. She is growling and hissing because she has kittens and is in a very protective mode. Do NOT make direct eye contact with her, as cats see this as a challenge and will also hiss and growl from that. Contact your local animal control, and see if they can recommend any TNR (trap-neuter-return) groups in your area. They will set a trap for mom and the kittens, get mom spayed and ear tipped (the universal sign that a cat has been altered) and return her to you. The kittens they will likely take and socialize so the can get adopted. If there are no TNR groups, then Animal Control will generally lend you a trap, with instructions, and you can set it and take her in for a spay, and take the kittens in too. Getting a stray/feral cat spayed or neutered is really a great gift.
