If the reason the wall needs to be painted is your doing, then the landlord can, legally, charge you for the repairs.
Oh, and you cannot, by law, mount anything to the wall, such as a TV, without EXPRESSED permission. And while you can hang pictures and mirrors, you must use approved picture hanging hardware that is designed to leave minimal damage.
Regular nails are not allowed. And screws damage not just the surface, but the entire depth of the sheetrock up to 2-3 times the diameter of the screw.
