    Call up your rich friends and political allies (especially including the head of the D or R party if you want their endorsement) and see if they will help (support, campaign for) you. [" ... in order to get onto the ballot." Then maybe you will be elected.]

    That is it.

    There is nothing legal or Constitutional about it.

    MOST of the time it is for tax and fund raising purposes. It is not a specific procedure.
