Will this damage cause my car to Fail a New York State Safety Inspection?

Recently I got into a car accident that resulted in the damage below, is that damage likely to fail a NYS inspection?

Just to clarify, I am talking about the NEW YORK STATE SAFETY INSPECTION.

    Your photos suck so it's hard to say. If it is structural, such as a bent unibody frame member, yes, it will fail.

    Body panel damage usually does not interfere with normal safe operation if it drives and stops normally, all lights work correctly, and driver can see clearly.
