do airport's still measure a runways magnetic heading when this runway has been closed and a taxiway built over it?

    They have never used magnetic headings, they use "true" headings. Magnetic headings change and they would have to redo the markings every few years and all the maps would quickly become outdated. By using true headings the numbers never change and the maps remain accurate.

      Runways are always magnetic heading with the exception of some like those in Canadian Norther Domestic Airspace which use degrees true due unreliability of magnetic compasses
