I actually read the entire (redacted) Mueller report. I think the conclusion was that Trump would have been charged with attempted obstruction if he were not the President.

The only thing that prevented Trump from having successfully obstructed the investigation was that his staff kept ignoring his telling them to fire Mueller or cut his funds, or direct the investigation away from him.
