Why are the vast majority of Hip Hop/Rap and R & B artists black?

Because those styles of music originated from black culture.
You could argue that all rock music, and jazz music, originated from black culture... but in the case of Hip Hop and R&B, it's absolutely undeniable. The first people to do Hip Hop, or R&B, were black. These musical styles were originally the product of African Americans, living in the context of 1970s America.
I don't think that there should be anything surprising about this.

Why not ? Why are the vast majority or heavy metal and country artists white? I’m confused on that since rock n roll was invented by blacks. country music is about the south, half the black population lives there.

Because it's a African-American art form that originates in the struggles of black people living in the ghettos,,, why are the vast majority of country artists white.
