Why is quoting the Bible, or any other holy book of fantasy, still a thing given all the damage done by religion to civility to this day?

I'd argue that, religion was the preset for most of civilised society. That makes it very easy to criticise and hold to account. But it's also easy to forget all the good it did.
There are benefits to having religions, that are divorced from reading a Terry Pratchett Novel.
That said, for me personally the benefits of being an Atheist far outstrip the benefits of God.

One has nothing to do with the other, dear one.
For another thing, prove that all holy books are pure fantasy, and your question might even become intelligent. Try not to beg the question. Instead, be logical and experience God for yourself, through your own experiences with him. Don't bother moving the goalposts. It's more evidence than you have to shore up your atheism.

Your purpose is to insult us by calling the Bible a fantasy book and by making that strange claim about civility -- which doesn't make sense. "Love your neighbor as yourself" isn't about being uncivil.
Knowing the Bible is the word of God and knowing all the good Christianity has done, we just shrug our shoulders at your attempt.

Why do people vote?
They are misinformed that democracy exists in their country because they know nothing about 'modern democracy' and the civil service state. If they did know how little power politicians actually have, they'd start planning the coup. People lack capacity and motivation to engage in even basic levels of analysis.
You can even measure the level of stupidity in IQ tests.
The average IQ is 40 points lower than an intelligence capable of completing a PhD. 5% of the population are above an IQ of 130.
If you sit up there and expect a person 30--60 points below your score to see the world like you, I'd get that IQ retested. Most people here are too young to have intellectually developed or too stupid to try.
That might come across as disrespectful; however, it's statistically accurate because IQ follows a normal distribution around a median average of about 100. Therefore, stupid is relative and the top 5-10% will observe even average intelligence as dumb.

The book does not damage people. Damage is caused BY people, those who are haters usually. The bible is honest (though it contains some fearful stuff). The beauty of the bible, to me, is that it is down to earth, says it as it is. If God did not warn us of bad days to come we'd complain when they come. God does not promise roses all the way, He lays out His rules and we are meant to obey them. When we step out of line he punishes us in one way or another. Keeping rules keeps us safe. Isn't this exactly what a good parent does when a child goes astray?
God gives rules and states what will happen when we ignore them. Try arguing with a court that you do not deserve a fine or loss of driving licence after speeding dangerously. There are consequences to bad behaviour. Courts help keep control of our land. God wants us to be in control also and that is why He gave us rules. God made the rules for our good, not to harm us or take away our 'fun'. Honour HIM and HE will honour YOU.

Because it makes people think they have power and knowledge over others, while quoting others, rather than thinking.

When you are sucking in your last breath, ask yourself just how important is civility.

You've separated what ungodly people did from the wonder of the BIBLE.
A Christian reads first some of New Testament, then some of Old.
Do you not realize you're in fantasy?
It's like you're Upsidedown saying YOU'RE upsidedown!!
Can you see this?
You've bought lies!! Well, we ALL did, so wisely presented.

The entire Bible is written in such a way that it exposes what truly is in our inmost being - humility and appreciation for God's gifts, or resentment and defiance. Those who read the Bible with a view to sitting in judgment of it, are judged by it. Of course, their spiritual blindness is such that they cannot even see that. Others can. Read Hebrews 4:12-13.
Don't think I'm going to quote it for you. If you really want the answer to your question, you will read it for yourself. But if you have already made your mind up that it's a book of fantasy, you will despise it to such an extent that you will not even read it for yourself.
Finally, stop mixing religion up with God's self-revelation to us over the centuries. Yes, religion has been immensely damaging. I'm not talking about religion. I'm talking about the only way to get beyond mere religion to the person of God. But hey, what if you are an atheist? Do tell us, so that we can have a good laugh at the foolishness of an atheist attacking the Bible when they don't even believe God exists.
