No, the trains don't run 24 hours a day. The last train leaves Incheon at midnight and the first train doesn't leave until 5:20 A.M. But there are buses going from the airport to Seoul at all hours and you can book a ticket going to different parts of the city such as Seoul Station or East Seoul Terminal. The ticket costs about ₩10,000.

For After Midnight there is Bus service to Seoul.

Depends exactly your final destination in Seoul which bus to take.

Bus ride is about one hour.

The Airport transportation Centre can help you out when you finish your tasks in the terminal. They are open 24/7

I googled Incheon Airport transportation and found this page- https://www.seoul-airport.com/transportation.php

The trains do not run past midnight. The express train is not what you would take to get into Seoul anyway. AREX is the train for Seoul.

There's another page with shuttles that you can book ahead.
