Was California very conservative in the early 1960’s?

Overall, it was more conservative then than it is now. It was more in the form of small-government conservatism.
Richard Nixon carried California in the 1960 presidential election. Ronald Reagan got elected governor of California in 1966.

Outside of San Francisco and Los Angeles, yes. But not in the way that Georgia was. Californians have always been more entrepreneurial, more casual, more modern, and less parochial. It's also had a large beach culture, and Hollywood has had a big cultural impact.
