If a girl breaks up with her boyfriend, then adds him back on instagram and posts this photo on FB is it good or bad?

Long story short, he's 40 and she's 21. They dated for 8 months and broke up in December 2018. Within 1 month of dating he had spent 2k on her bringing her on a vacation for her 21st birthday. They dated for 8 months and broke up in December 2018.
Within 1 month of dating he had spent 2k on her bringing her on a vacation for her 21st birthday.
Within 3 months they were living together in a new apartment he paid for.
The entire relationship she complained on FB and posted passive aggressive status's.
She broke up with him by month 8 and he moved out of the apartment.
Since the breakup in December they've added and deleted each other several times. She's wrote on facebook that he's a narcissist, he used her as a "meantime chick", she wished she would have known how bad he sucked before being "tricked" into being his girlfriend.
Yet in between all of this she was promoting his business, saying he was the love of her life, saying he was her soulmate, best friend and an amazing guy.
They became friends again in March, then she deleted him again, and all of their mutual friends.
She communicates with him passive aggressively through her public tumblr account where she posts her "relationship feelings" most likely a cry for attention and it works on him since he was depressed and suicidal after the breakup.
The day she added him back on instagram she posted this photo (see photo), another photo that said "so many people love you don't focus on the ones who dont" " if happens often its not a mistake, its their behavior" YET she keeps him as a friend on instagram, which if she was so upset why would she do that?
