To use the Restore Point that you have created, or any one on the list, click Start > All Programs > Accessories > System Tools. Select "System Restore" from the menu: Select "Restore my computer to an earlier time", and then click Next at the bottom of the screen.

Quick - take a plane westward to an earlier time zone. Once connected to the internet, your computer will automatically set its clock to the earlier time.
Of course this does nothing about changing the system to an earlier time.

What "computer", and what part of it do you want to "restore"?
Internet browsing? See webpage history.
Operating system? Probably Windows System Restore. Or MacOS Time Machine.
Some program's user files? Periodic save of the work done is sometimes available for automatic. Otherwise, you have to do that.
That is all that can be guessed from only "computer" and "restore". For better or more accurate guesses, give details.

if you are talking about a file, System Restore only affects system files.
you can restore your files using Previous Versions.

well if you created a restore point back when it was an hour earlier, that's no problem at all
if you didn't, it's not happening
there's a control panel to turn on/off system save/restore points, create and restore them and stuff, in the windows control panel, in system, under system protection
that's where this copy of win 10 has it anyway
