"Better" in what way? Are you asking us to make a judgement between Scottish and Irish people?

And anyway, which Scottish accent, and which Irish accent? There are several of each sort.

As an American I find Irish accents more intelligible. There are some Scottish accents I can't understand at all.

'Better' for what purpose, in what way, in whose opinion?

I am a Scot myself but I love hearing an Irish accent, especially a southern one.

I would call that a draw. They are both great accents.

That's my perspective as an Australian. Love a Scot accent, love an Irish accent, don't ask me to pick a favorite.
