For my school project I made a water wheel out of connects and attached it to a motor?
I changed the gearing ratio so i could get the gears to spin faster but now they don’t have enough torque to spin the motor how would I go about fixing this?

That's. a problem with "speed-up" gearing. You need good gears, accurate alignment, and a bit of lubrication. Otherwise belts and pulleys might be a better choice for the fastest section. The choice of the motor is important. I made something similar and used a motor from a portable cassette recorder that worked fairly well.

Increase the diameter of the water wheel so that it produces more torque. A water wheel can be viewed as a lever so making the lever longer will increase the force applied to the shaft.

Get a motor with more torque or switch to lower gearing. There really is nothing else that you can do.
Then it is no longer a motor. It's a generator.
