With over a million foreign students in the US, that really is far too many. There's NO excuse for any foreign student to go to community college, for example, since associate's degrees are not recognized outside US. Abolish visas for community colleges.
Loads of foreign students are frauds, only coming in on student visas in an attempt to remain - backdoor immigration or Scam-Migration - and all those need to be weeded out, too.
But mostly, a number of fields in US cannot accommodate all the Americans who want to go to college, particularly in specific majors, programs. Foreign students are taking spaces (often fraudulently) that qualified American students need, want.
A bigger problem is illegal aliens in the US who are not legally present, should have returned to their own countries, and yet some states provide them with financial aid, etc, instead of requiring student visas, proof of funds, etc. And a mandatory return to their own country.
Anyone other than US citizen or legal permanent resident needs to be required to qualify, apply for & obtain student visa, with proof of sufficient funds for all school + living expenses + return transportation to their own country. Eliminate eligibility for community college students. And cut the number of visas by at least half.
