why don't any meat product not allow in a luggage in when inside the airport?

    It is allowed if properly packaged.

    The airline is not some countries Customs inspection service.

    That Customs does not allow it their rule not the Airports.

    Diseases. You can't bring fresh vegetables or un-certified plants into California because of pests and/or diseases, for instance.

    You can take things that have been processed and packaged commercially- sealed in plastic or in a metal can, for example. But whole crops in places have been wiped out by the introduction of some strange species of bug, and there can be eggs in any food producted that hasn't been commercially packaged. The citrus crop in California was devastated a few years ago by a fruit fly brought in on an international flight.
