Things like Anime and Hello Kitty were heavily promoted by the Japanese government after WWll to attempt to cover-up Japanese atrocities and the fact that they were electing war criminals into office. The rest of the world had such a bad image of Japan, that no one wanted anything to do with them. They started to made characters with big eyes and other features to look 'cute', like a baby or a puppy. Fair skin was seen as ideal in Japan despite being rare before chemical skin lighteners, and they were also trying to portray westerners more than Asians. They were obsessed with trying to promote a good image of Japan, even so much so that they tried to depict Japanese characters with enormous eyes because they knew foreigners thought of them as having tiny eyes, buck teeth, peanut butter complexion, etc.
