No it is not true. It states that the faster the particles move the higher the temperature.
How warm something feels is to do with the flow of HEAT which depends on a lot more than temperature alone.
Water at 10 C feels very cold.
Feathers at 10 C feel warm.
Water at 60 C feels very hot.
Polystyrene foam at 60 C does not.
The warmth or coldness depends on the flow of heat, the relative insulation, the heat storage capacity of the material amongst other things.

What you have written is ambiguous and only true in some circumstances. The following statement *is* true:
Kinetic theory states that the faster the random motion of particles in an object, the higher the temperature of the object.

I'd think that would be True.
I don't think particle theory talks about that though.

Not because the statement is wrong, but because that's not what "particle theory" is about.
The statement is actually a rephrasing of the Mechanical Theory of Heat, first postulated in 1798.
