Which country is more better to retire to on $2200 USD a month - Poland or Albania?

It somewhat depends on where that $2,200 is coming from. If any or all of it is coming from Social Security, then Poland because Poland has an signed agreement with the United States in regard to payment of Social Security benefits and Albania doesn't. If you are a US citizen, you can live in Poland and still collect your Social Security benefits, but if you go live in Albania, your benefits will be suspended when you are gone from the United States for 6 calendar months and will not be restarted again until you've returned to the United States for a full calendar month, so to keep your benefits getting paid in Albania, you'd have to come back every 6 months and stay in the US for a full calendar month before going back. Two month-long vacations to the US a year is pretty pricey on only $2,200 a month income.
