It depends on your point of view. Canada does not really acknowledge races. All are Canadian, and a person's skin colour really does not matter. There are exceptions, particular with natives, who have some different ways of being treated, but, generally, they are pretty much integrated into the broader culture as well.
South Africa has the different races, consciously. While apartheid is no more, this is still a lot of discussion, and thinking regarding races. So, race consciousness is higher in South Africa, whereas Canada does not need race relations, because we do not care about them.
