The AVERAGE two year old will sleep between 12 to 14 hours per day - most of that at night.
If your child is waking up on his own, then he may not require as much as the average two year old.
As for "refusing" to go to bed, how is his attitude otherwise. Children that are tired usually become grumpy and often show signs of anger or becoming extra "whinny". If there are no extreme signs of "tired" before the point that the toddler is willing to go to bed, then he is getting the amount of sleep he needs.
However, this would still be a good discussion to have with your child's doctor to be sure that there are no issues with this kind of sleep pattern. After all, if the child really only needs that amount of sleep, then trying to make bedtime earlier is just going to cause the child to wake up earlier.
