if your white and are making fun of another white guy from a foreign country, is that racism? I say no he is the same race?

Update:

Race is color not ethnicity. So in this scenario it would not be considered racists.

No, it is not racism but it is very unkind and very juvenile so I suggest you rethink that one.

Pretending that humans come in races is racist.

Judging people on their skincolour, haircolour, eyecolour, bloodype, nationality, ethnicity etc is racist.

"Making fun" of someone is not racism.

Racism is the belief that you can tell what a person is good for/not good for, or liable to do/unlikely to do, just by looking at them. (Judging a book by its cover.)

If your "fun" consists of suggesting that someone's appearance (skin colour, hair type, body structure) renders them incapable of certain things, or inclines them to behave in a certain way, then you might be expressing some racist beliefs that you've always taken for granted and never really thought about.

But if you're just saying somebody's looks are such that they'll never get a date, that's not racism.

Yes. Different countries have different concepts and histories of racism and what you described is definitely racism in Europe. English-->Irish. No one would go "oh well they're both white, it doesn't count." Especially since Irish weren't considered white! What's "color" changes by generation. It's not some stable category.

What do you call people from India? Ones from the far north are as dark as their hair. One from the South as pale as ones from Scotland?

What about Italians? The can be quite pale, a warm weekend comes and suddenly as dark as their hair!?
